Wizard Themes are not being applied

If a theme component (or theme) is selected in a wizard, the CSS is not applied to the wizard when it is run.

I was sure that this was already reported in the past, but I can’t find it anywhere. It has been alluded to here:

But, if I put this in a theme component or theme and use that in the wizard, it does not work. So unless I’m missing something, I do believe this is a bug.

I just tried to do a similar thing using a theme and component and selecting them with the wizard and it didn’t work. So I also just put the CSS into my main theme on the site and it worked as a workaround.

As @jimkleiber has stated, the workaround is to put the relevant CSS in a theme component which is applied to the whole site. This means that it won’t be applied per wizard, which limits it a little.
