Locations Field: Input (sub-)fields don't respect the Locations Plugin setting

With the latest CWP and Locations plugins, on Tests-Passed,

When these occur:

1. a Locations Field is configured
2. this presented in a simple Wizard
3. the site (locations plugin) setting location_input_fields_enabled is unchecked

This happens

• The user is still presented with Input Fields in the Wizard

While Location Input Fields can be helpful, this prevents the use of an unstructured Address field (which is what you get elsewhere with the Locations plugin when that setting is unchecked).

I believe that this should respect the location_input_fields_enabled
