Users are not redirected to wizards and can't access them even though permitted users are set to ensure trust level >=0 which means everyone.

Environment

Discourse Version: v2026.8.0-latest +86

Plugin Commit: 286103f

Steps to Reproduce

user clicks new topic and it doesnt redirect them to a wizard
if they get the link for the wizard it says its private or doesnt exist

also when I set the groups in the permitted part of a custom wizard’s settings it doesn’t save em or atleast it doesn’t appear to show that it saved them for some reason it only appears in the json and not actually in the browser where it should indicate that the setting is saved

Anyways this was an issue for quite literally few hours. We will probably roll back to a backup.
