It would be good to have this functional again, but it requires some thought about what should happen with the category settings when it is on/off. I recall there being quite a problem / bit of confusion when the category and site settings contradicted one another.
- personally, I believe it would make sense to have the behaviour similar to setting watching on topics for the site (preserves category choices but overrides the default)
- this would provide consistency of UX
If that is going to be too tricky, as a quick fix we could simply deprecate the site setting. But that would be a shame.
