"New Entry" button visible to Non-topic owners

Discourse Version: 3.4.0.beta3

Plugin Commit: 7151c2c

Steps to Reproduce

  1. Create one single link
  2. Enable security and only make the link visible to admins
  3. Access the forum on mobile as non-admin
  4. On desktop, the caret down button is hidden → works as expected!
  5. On mobile, the caret down button is displayed → buggy behaviour
