even in this bug report wizard the issue is present and the upload button is missing

This is not an issue per se as the button has never been available in the mobile composer in wizards. This is because the wizard composer is technically quite different from the standard Discourse composer (e.g. multiple composers can be present in one wizard step on top of one another) which means the features are not a 1:1 match.
We’re making it available now, once this PR is merged.
